During this period IPNE became NIPNE (National Institute),
IDRANAP was selected Center of Excellence by European Commission,
14 National Centers of Excellence have been identified in NIPNE,
the Annual Report of the Institute was published for the years 1996, 97, 98,  and 1999,
scientometric methods and peer reviews were promoted to evaluate the scientific activity.
