(3-4) Aureliu Sandulescu (1932- ) and Dorin N Poenaru (1936- ) Romanian theoretical physicists. In 1980 A. Sandulescu, D.N. Poenaru, and W. Greiner described calculations indicating the possibility of a new type of decay of heavy nuclei intermediate between alpha decay and spontaneous fission. The first observation of heavy-ion radioactivity was that of a 30-MeV, carbon-14 emission from radium-223 by H.J. Rose and G.A. Jones in 1984. Since 1958 member of the staff of the Institute of Atomic Physics (IFA). The Institute changed the name in 1977, Institute of Physics and Nuclear Engineering (IFIN), and in 1996 (see below).

Scientific director of the Horia Hulubei National Institute of Physics and Nuclear Engineering from February 1996 to August 2000. During this period IPNE became NIPNE (National Institute), IDRANAP was selected Center of Excellence by European Commission, 14 National Centers of Excellence have been identified in NIPNE, the Annual Report of the Institute was published for the years 1996, 7, 8, and 1999, scientometric methods and peer reviews were promoted to evaluate the scientific activity.
